V14 validator design targets
V14 is designed to preserve the four existing validators at activation, expand under control toward seven validators, and then add one qualified validator at a time, subject to benchmark-proven technical bounds. The target minimum validator self-bond is 10,000 ETKN and the maximum validator commission is 20%. There is no permanent governance or policy cap of ten validators. These are V14 design targets, not live V13 parameters, and eligibility does not guarantee an active seat.
